Empowerment Initiatives in the Human Services
A National Reference Group on Empowerment in the Human Services was appointed at the inaugural Empowering Individuals and Families in the Human Services conference held in Melbourne on May 27/28 2004.
Terms of Reference - National Reference Group on Empowerment in the Human Services

To be a national reference point for the development, co-ordination and promotion of empowerment initiatives in the human services, including initiatives in:

  • consumer, family and community governance
  • cross-sector funds-pooling and budget-holding
  • direct payments
  • and other person-centred arrangements

To engage governments, policy-makers, service providers, researchers and philanthropic bodies in supporting this agenda.

A (password-protected) web forum for the National Reference Group is at http://www.partnerships.org.au/Human_Services/. This forum is used to post and share information about projects, models, grants and funding possibilities, and opportunities for advancing the agenda.
Most consumer and family groups in the human services have not had the capacity to work nationally in developing and co-ordinating projects. Governments have therefore been content to deal with provider groups because it is easier. The National Reference Group changes that.

SEP's Community Finance
Summit

Empowering Individuals and Families in the Human Services - a national Policy conference to explore
