POLICY CONFERENCE 

Empowering Individuals and Families in the Human Services

Melbourne, 16-17 May 2006
Darebin Arts and Entertainment Centre


This inaugural National Policy Conference will explore public policy for an agenda of empowerment for individuals and families in indigenous communities, disability, mental health, aged care, youth, education, health care, community building and family strengthening. 

Previous SEP conferences on this theme have explored practical innovation and social enterprise solutions. This conference will explore the policy settings we need from commonwealth and state governments to support and complement this practical empowerment agenda. 

By ‘empowerment’ we mean person-centred and relationship-centred arrangements in social policy and service provision, as distinct from institution or agency-centred systems

Policy Innovation and Design

The conference will explore policy innovation and design across Australian and international jurisdictions which

  • tackles the fragmentation in human services across program, provider, disciplinary and jurisdictional boundaries

  • strengthens natural social relationships and cultivates personal and social responsibility

  • pools funds from various programs in person-centred practice using budget-holding mechanisms

  • develops person-centred information systems across disciplines and programs

  • develops new governance models for empowerment

  • introduces new learning models for empowerment

  • introduces new forms of information provision about service availability, quality and pricing
