Noel Pearson to Lead SEP Empowerment Conference

Noel Pearson will lead the inaugural SEP National Policy Conference on May 16-17 2006 to explore public policy for the empowerment of individuals and families in indigenous communities, disability, mental health, aged care, youth, education, health care, community building and family strengthening. 

Policy makers increasingly acknowledge the need for new policy approaches in indigenous policy, but often revert back to traditional supply-side models for mainstream Australia. 

Previous SEP conferences on this theme of Empowering Individuals and Families in the Human Services have explored practical innovation and social enterprise solutions. This conference will explore the policy settings we need from commonwealth and state governments to support and complement this practical empowerment agenda.

We are interested in policy innovation and design which

  • tackles the fragmentation in human services across program, provider, disciplinary and jurisdictional boundaries

  • strengthens natural social relationships and cultivates personal and social responsibility

  • pools funds from various programs in person-centred practice using budget-holding mechanisms

  • develops person-centred information systems across disciplines and programs

  • develops new governance models for empowerment

  • introduces new learning models for empowerment

  • introduces new forms of information provision about service availability, quality and pricing

Community Finance Summit

A national network to grow Australia's community finance sector will be initiated at this Community Finance Summit on March 1-2, 2006. By community finance we mean financial services, products and projects which have a community base and a social orientation (encompassing savings, loans, credit, banking, micro-finance, superannuation, insurance, housing finance, venture capital and investment instruments).

This sector is broad and diverse. It includes:
 
Micro-finance, micro-credit, and savings and loans instruments established to serve particular communities
Credit unions, building societies and mutuals 
Ethical, social and regional investment vehicles 
Community-based banking arrangements

Community foundations and non-institutional philanthropy  
Community-based home ownership and social housing financing initiatives
Environmental purpose financing initiatives
Church-based investment and development funds
Community-based insurance arrangements
Indigenous, social and regional venture capital instruments

Cafes and Catering Directory and Network

A website with a national directory and forum for people running social enterprise cafes and catering businesses has been established as a sector network within Social Enterprise Partnerships. It includes a discussion page for exchange of information between participants, a Tools section for shared resources, and a facility for bulk purchasing of stock and business inputs.

The network is for people running:
 
Cafes in housing estates or neighbourhoods established as a focal point for community
Cafes and catering businesses as a source of employment for particular groups of people 
Cafes linked with information centres/gateways as a means of community outreach
Cafes and restaurants as income generation units within service organisations and institutions
Hotels and restaurants established as community ventures or as community buyouts in small towns
Cafes and catering businesses established in training organisations

Membership costs only $55 and includes access to the online network, as well as a listing in the Directory of Social Enterprise Cafes and Catering Services (which will be advertised on the SEP website and promoted to the wider community later this year. CLICK HERE to register.

Health Care and Social Enterprise

The UK Department of Health has published a White Paper entitled Our health, our care, our say, which contains significant commitments to social enterprise.  In particular, a new Social Enterprise Unit will be created within the Department of Health and a fund will be set up to support people developing new social enterprise delivery models.

Can Australians imagine a Social Enterprise Unit within the Canberra health bureaucracy to drive health reform?

Community Telcos 

The fastest growing field of social enterprise in the UK is community telcos - more than 300 have been established in the last three years. These are local businesses which aggregate community demand for telecommunications, and access a variety of services tailored to the needs of each community.

In Australia, community telcos have been much slower to develop, and the running has been made almost exclusively by the Bendigo Bank. The Bush Telegraph in north west Western Australia, and the Wagga community telecommunications venture, are exceptions.

Community Buyouts

Across rural and regional Australia, there is a looming crisis in the small to medium enterprise sector in the area of business transfers and business successions from ageing business owners. In coming years, there will be many instances where a community or employee buyout will be an effective way of not only saving a vital business, but also delivering a good outcome for the whole community.

Community buyouts have taken place in the following centres in recent years (where the community has formed a co-operative or other business structure to buyout and preserve a key asset or facility, or to assist an owner to retire from a business which is vital to that location):

Employment Vacancy

Chief Executive Officer, Deafness Forum Australia

The current CEO will retire in late May 2006 and it is hoped to have his replacement commence at the start of April 2006 allowing that person a period of several weeks to absorb the current CEO’s corporate knowledge. Role: To administer a national secretariat representing all interests and viewpoints of the deaf and hearing impaired communities, and seeking to improve the quality of life for Australians who are deaf, have a hearing impairment or have a chronic disorder of the ear. Selected applicants will need to be available for interview on 28 February or 1 March.

Directory and Forum in Resource Recovery
                 

This SEP sector network aims to link individuals, businesses and communities around the country who wish to discuss, influence and drive the future sustainability and success of social enterprises in the resource recovery industry.

Our vision is of a dynamic social enterprise sector in resource recovery with strongly developed collaboration between ventures in product development, marketing and business services in advancing community, social and environmental objectives. We have a particular interest in developing a common brand for use by social enterprises in resource recovery to enhance the standing and market effectiveness of our ventures.

Participants in the Forum are able to:
